Essentially, the Program Choice was designated to heighten accessibility by making Veterans acquire healthcare cover from individuals outside of the Veteran Affairs if they experience care waiting times of more than thirty days.

Understanding the notion of the Veterans who are not using the Choice Program and the experiences of those obtaining care with no success could significantly provide a descriptive image of either satisfaction or dissatisfaction with the Veteran Affair healthcare options during the period of Choice Program.

Although PCPs play an important role in coordinating treatment between VA and non-VA doctors and were in charge of executing the Choice Program, it is unclear if any of these researchers looked at their viewpoints. One thing to be concerned about is the way VA is transitioning from a closed and integrated system.

The phone center was responsible for helping veterans schedule appointments, providing counseling, managing provider administration, and submitting and invoicing reports and bills.

[7] Veterans are registered, approved for treatment, scheduled for visits, and billed by these administrators during the first implementation. Veterans who faced long waits for care resided a bit far away from a Veteran Affair Medical Center or those who had to cope with substantial travel constraints were offered the option of getting VA-funded care from private providers.

After signing an agreement with the VHA pledging to the same quality of care, credentials, and licensing as VHA physicians, community providers who wish to join the Choice network must surrender all medical data to the VHA. The study further employed the interviews in a multi-dimensional evaluation method with the Veterans who had opted for the VCP care to understand their experiences and the unintended consequences.

[8] However, despite a 90-day timeframe imposed by Congress, no standards guaranteed that Veterans had sufficient access to various community providers, particularly those in remote locations.
